"Most rational people would avoid a footpath at night if it didn't have any lights. 
But spray the path with a glow-in-the-dark treatment that harvests ultraviolet light 
during the day for illumination at night and, boy, they'll come running. At least that's 
what Pro-Teq Surfacing is hoping. The UK company has developed Starpath, a 
spray-on technology that can be applied over concrete, tarmac, wood or any other 
solid surface to give it an artificial teal glow at night."
